Russian postal service mulls MVNO

Alexander Kiselev, director of the Russian postal service, has confirmed that plans to launch an MVNO may be in the making. While there are as yet no definite plans for the post office to become a virtual operator, similar projects have been successful in many countries.

The Russian Post Office is following in the footsteps of other companies in planning to become a mobile operator without having any direct relation to the network business.

“There is precedent in other countries; I won’t rule out that Russia Post may get into the network business as an MVNO and also produce SIM cards with its own brand” said Kiselev.

Russia Post has made no definite confirmation of its plans insofar as that the Russian Communications Ministry has not received any license application, according to the Ministry’s press secretary Elena Lashkina.

Existing network operators are already looking more favourably on the idea of allowing MVNOs, with the exception of SMARTS. Interestingly, SMARTS previously approved of the move to allow MVNOs.

VimpelCom’s press centre stated a week ago that the operator’s management is keeping close tabs on this developing market.  Megafon has also stated that it is formally interested in MVNO projects. Megafon’s press secretary Tatiana Zvereva stated, “We are interested in projects in this market; the main issue is to find new advantages for our subscribers.”
